EXCLUSION OF THE PRESS AND PUBLIC

To pass the following resolution, if necessary:

 

“That under Section 100A(4) of the Local Government Act 1972 the

press and public be excluded from the meeting for the following items of

business on the grounds that they involve the likely disclosure of exempt

information as defined in paragraph 1 of Part I of Schedule 12A (as

amended) to the Act.”

The Chairman, Members of the Panel and Officers introduced themselves.

 

The LA outlined the purpose of the hearing and explained the procedure for the meeting.

 

The LEO presented their report which related to an application for a ‘Licence to Drive Hackney Carriage or Private Hire Vehicles in North Norfolk’. She confirmed that the application had been referred to committee following revelation of a disclosure from the ‘Disclosure and Barring Service’ (DBS)

 

Members asked the Applicant about his driving offenses.

 

The Applicant confirmed the circumstances surrounding the three sperate offences detailed in his disclosure and apologised for failing to notify the Licensing Authority in good time. He advised this had been an error and one he would not repeat going forward. The Applicant confirmed the times and locations where his speeding offences took place and commented that some of the speed traps were in notoriously difficult areas on the cusp of a 30mph and a 60mph zone.

 

Members enquired about the applicant’s medical condition.

 

The Applicant confirmed that their medical condition was under control through use of medication and would not affect or limit their ability to drive. He confirmed that he had used his medication for several years without adverse side effects.

 

Having considered relevant written and oral evidence before it, the Sub-Committee deemed that the Applicant was a fit and proper person to hold a taxi licence.

 

 

RESOLVED

 

That the licence be GRANTED.
