Present: Licence Applicant

 

The Chairman, Members of the Panel and Officers introduced themselves.

 

The LA outlined the purpose of the hearing and explained the procedure for the meeting.

 

The LEO presented their report which related to an application for a ‘Licence to Drive Hackney Carriage or Private Hire Vehicles in North Norfolk’. The LEO recommended the Sub-Committee refuse the application because the granting permission would be contrary to section 14.0 of the Hackney Carriage and Private Hire Policy Handbook, given the applicant had been disqualified from driving in the last 12 months.

 

Members invited the applicant to elaborate on his driving offences, disclosure in the medical report which had resulted in a suspended license, and asked questions about individual offences and scope of his historic and ongoing medical conditions.

 

The Applicant expressed remorse for his actions and for failing to provide valid insurance which contributed to some of his offences. He detailed the circumstances surrounding each offence and confirmed he had also previously taken part of a speed awareness course. He confirmed his medical condition was under control through medication and would not impede him from safely operating a motor vehicle in the foreseeable future. The applicant detailed his employment history, suitability and interest in the role which he commented would suit his lifestyle.

 

Members expressed sympathy for the personal circumstances of the Applicant but agreed, having considered relevant written and oral evidence before it, they were dissatisfied to grant a license at this time.

 

The Applicant was informed they had a right of appeal to the decision of the Sub Committee to the Magistrates court within 21 days.

 

RESOLVED

 

That the License was REFUSED.
